Senior Project Manager

(Full time)

The senior project manager leads the buried networks project team. They are responsible for the day-to-day management of project managers who are themselves managing projects to install buried heat network pipes throughout the city of Bristol. Our role in these projects is as the “Client”. We manage ITT processes and prepare the Scopes of Work for the tenders. Once in contract we manage the necessary permits and participate in the CDM meetings. The senior project manager sits across multiple projects and is active in “stepping in” when necessary, steering projects through good contractor management and, with their excellent knowledge and experience, delivering construction projects. They work with multiple teams and supporting functions such as the planner, contracts manager and business development team, each project manager of a specific project team reporting directly to them. Senior PMs do not duplicate the work of project managers but provide a higher level and wider scope of management to projects and project teams as well as to the organisation they belong. They have the authority to run projects on a day-to-day basis and delegate tasks to individual project managers. The Senior PM reports to the Head of Delivery & Operations on all project issues as well as laterally to the Area Project Manager for updates and support.

The senior project manager is responsible for ensuring all projects are successful in their development and through into the delivery phase and meeting the project objectives set out in the Financial Investment Decision. This includes working with the area PM to take the projects through governance. Projects run from initial concept through to successful integration into our operations team and adoption as an operational asset. Vattenfall owns and operates all heat network assets.

Through delivery, the senior pm will audit the projects and check compliance with internal processes and in doing so will develop internal processes for more efficient project delivery.

You will be responsible for overseeing the day-to-day management of the portfolio of projects in the Bristol region ensuring they are delivered safely, and to the required time, budget, and quality. You will have a construction background and have worked as a Principal Contractor and/or client. Ideally, you will have experience delivering buried utilities in live urban areas with strong contract management experience, excellent leadership and the highest standards of Health & Safety.

Heat Network Advisory Panel Member

VHUK are looking to appoint a new member to the BHNL Heat Network Advisory Panel (HNAP), a group of industry experts to provide market, community and industry insights related to the development of heat networks in Bristol, ensuring alignment with Bristol City Leap strategic goals, providing ‘critical friend’ support and challenge as well as championing the development of heat networks across Bristol. The HNAP is a requirement under the City Leap Concession Agreement and is part of the broader governance structure for Bristol City Leap, and minutes of meetings will be shared with the Council as part of their monitoring and reporting processes for the overall progress of the programme. The HNAP does not have executive decision-making powers and exists to provide independent counsel only.

Members of the panel will be acting as independent advisors to support the Board of BHNL and provide specialist insight and advice in the delivery of the Heat Network elements of City Leap over the coming years. The HNAP will be constituted in such a way that members between them have the range of knowledge, skills, and expertise to understand, scrutinise, comment on and add value to discussions relating to the development of the heat network and to provide advice to the board in the discharge of its duties. Candidates should have relevant knowledge and experience either in heat networks or potentially in related areas of the energy transition, and transferable professional skills, for example, real estate development, major project construction and delivery, heat policy and regulation or financial and commercial matters. Members will bring strategic experience working with a public-private partnership such as City Leap and will have a well-developed appreciation of the value of effective governance, risk management and financial control.
